This letter serves to a) memorialize the violence Alpine LA Properties has committed and continues to commit against its tenants and our communities, and b) articulate our current, non-negotiable demands.

Alpine LA Properties systematically targets the purchase of RSO buildings in gentrifying neighborhoods, then sets about systematically displacing the longtime tenants, who are overwhelmingly working-class people of color. Alpine LA Properties’s own employees, including Angel Escobar, Jose “Pepe” Yepez, and Matt Deboth, have illegally lied to, manipulated, verbally abused, physically threatened, and sexually harassed tenants, all to coerce them into signing cash-for-keys “offers” and force them out of their homes. Moreover, Alpine LA Properties intentionally induces and/or neglects dangerous, often life-threatening habitability issues in tenants’ units. The message is unambiguous: if longtime tenants do not “accept” cash-for-keys “offers,” Alpine LA Properties and its agents will continue to terrorize them and place their lives at risk.

For Alpine LA Properties to make money, children have to be torn from their schools and their networks of friends. Working-class parents have to be torn from the webs of survival and livelihood they have spent lifetimes or even generations constructing—jobs, healthcare services, extended families, churches, childcare circles, social clubs, communities. As a direct result of your “business practices,” our neighbors’ lives have been upended and destroyed. Hundreds have been displaced. Many have been made homeless. Some have died. We ourselves have been subjected to campaigns of harassment and terror, and we have suffered through enormous stress and trauma. Many of our lives remain under immediate threat. 

For eight months now, longtime and newer tenants have been organizing in Alpine LA Properties buildings across the city, building community and providing mutual support. Your violent practices have only strengthened our bonds and our resolve. We stand united with one another, and we refuse to tolerate our continued mistreatment. Below are our non-negotiable demands.

council-wide demands:

  • Alpine LA Properties will not seek to evict or displace any of its tenants. We will oppose any further attempt to evict or displace any one of our members or our neighbors.

  • Alpine LA Properties will immediately cease its blatantly racist, discriminatory practices. All Alpine LA Properties tenants—both longtime tenants and newer, market-rate tenants—regardless of race, ethnicity, income, rental rate, preferred language, etc. will be treated equally and with dignity and respect.

  • Alpine LA Properties will immediately cease all its blatant, illegal attempts to disrupt protected tenant organizing. Building managers may not illegally surveille, harass, and intimidate tenants engaged in protected organizing activities; if they continue to do so, they must be removed from the building.

  • Alpine LA Properties will immediately terminate its relationship with Angel Escobar, and will not contract with him in any manner moving forward. Escobar has served as Alpine LA Properties’s chief agent in violently and illegally coercing tenants into accepting “cash-for-keys” agreements. Escobar has lied to tenants, telling them their building was going to be demolished and that the buyout offers were the tenants’ best and only option. He has told tenants that if they didn’t take the small amount of money offered now, they wouldn’t receive any money in the future and would be evicted anyway. He has often insisted that if a tenant didn’t sign, the sheriff—or he himself—would show up to forcibly remove the tenant from their home. He has threatened direct physical violence. He has threatened to call ICE or otherwise use tenants’ immigration status against them. He has almost always presented Spanish-speaking tenants with contracts exclusively in English. He has pitted tenants against each other by offering cash bonuses for each additional neighbor they could convince—by any means—to take the offer, effectively inciting violence within buildings. Escobar boasts on his social media about the sickening strategies he employs to “get the signature.” He has verbally abused tenants, using bigoted language, banging on their doors or calling at all hours of the day and night. He represents an enormous legal liability to Alpine LA Properties and must be terminated immediately.​​

  • Alpine LA Properties will immediately address all habitability issues. Alpine LA Properties’s managers and workers consistently discriminate against longtime tenants, especially tenants of color and tenants whose first language is not English. They neglect necessary repairs, or intentionally conduct work that either fails to address or exacerbates current habitability issues, e.g. patching and painting over evidence of toxic mold and water damage, rather than addressing the underlying issues. When Alpine LA Properties refuses to respond in a timely manner—and when Alpine LA Properties repeatedly and intentionally performs dangerous, insufficient, superficial repairs—we will invoke our legal right to contract and perform the necessary repairs and deduct those costs from our monthly rent.

  • All tenants who have been subjected to illegal, racist, cash-for-keys harassment demand compensation for—and formal acknowledgement of—the physical and psychological terror we have faced.

  • Alpine LA Properties will immediately cease all illegal practices around cash-for-keys in any building it has purchased or may purchase in the future, including refusing to take no for an answer, lying to tenants, threatening tenants, physically intimidating tenants, failing to give tenants the required city information about cash-for-keys in advance of getting signatures, lying about the meaning of various sections of the city documents, and failing to provide documents in the tenant’s primary language.

  • We demand Alpine LA Properties accept all past and future applications for rental assistance for rental debt accrued due to Covid-19-related financial hardship.

Esta carta sirve para a) conmemorar la violencia que Alpine LA Properties ha cometido y sigue cometiendo contra sus inquilinos y nuestras comunidades, y b) articular nuestras demandas actuales, no negociables.

Alpine LA Properties sistemáticamente se dirige a la compra de edificios RSO en los barrios que están experimentando gentrificación, y luego se dedica a desplazar sistemáticamente a los inquilinos de largo plazo, que son en su gran mayoría personas de color de clase trabajadora. Los propios empleados de Alpine LA Properties, entre ellos Ángel Escobar, José "Pepe" Yepez y Matt Deboth, han mentido ilegalmente, manipulado, abusado verbalmente, amenazado físicamente y acosado sexualmente a los inquilinos, todo ello para forzarlos a firmar "ofertas" de dinero por llaves y obligarlos a abandonar sus hogares. Además, Alpine LA Properties induce y/o desatiende intencionadamente problemas de habitabilidad peligrosos, muchas veces con riesgo para la vida, en las unidades de los inquilinos. El mensaje es claro: si los inquilinos de larga duración no "aceptan" las "ofertas" de dinero por llaves, Alpine LA Properties y sus agentes seguirán aterrorizándolos y poniendo sus vidas en peligro.

Para que Alpine LA Properties gane dinero, los niños tienen que ser arrancados de sus escuelas y de sus redes de amigos. Los padres de la clase trabajadora tienen que ser arrancados de las redes de supervivencia y sustento que han pasado toda la vida o incluso generaciones construyendo -trabajos, servicios de salud, familias extensas, iglesias, círculos de cuidado de niños, clubes sociales, comunidades. Como resultado directo de sus "prácticas comerciales", las vidas de nuestros vecinos se han visto alteradas y destruidas. Cientos de personas han sido desplazadas. Muchos se han quedado sin hogar. Algunos han muerto. Nosotros mismos hemos sido objeto de campañas de acoso y terror, y hemos sufrido un enorme estrés y trauma. Muchas de nuestras vidas siguen amenazadas de forma inmediata. 

Desde hace ocho meses, los inquilinos de toda la vida y los más recientes se han organizado en los edificios de Alpine LA Properties de toda la ciudad, creando comunidad y ofreciendose apoyo mutuo. Sus prácticas violentas no han hecho más que reforzar nuestros vínculos y nuestra determinación. Nos mantenemos unidos y nos negamos a tolerar que nos sigan maltratando. A continuación, nuestras demandas no negociables.

Demandas de todo el consejo:

  • Alpine LA Properties no tratará de desalojar o desplazar a ninguno de sus inquilinos. Nos opondremos a cualquier otro intento de desalojar o desplazar a cualquiera de nuestros miembros o a nuestros vecinos.

  • Alpine LA Properties cesará inmediatamente sus prácticas descaradamente racistas y discriminatorias. Todos los inquilinos de Alpine LA Properties—tanto los que llevan mucho tiempo como los nuevos inquilinos a precio de mercado-, independientemente de su raza, etnia, ingresos, precio de renta, idioma preferido, etc., serán tratados por igual y con dignidad y respeto.

  • El Alpine LA Properties cesará inmediatamente todos sus intentos flagrantes e ilegales de interrumpir la organización protegida de los inquilinos. Los administradores del edificio no pueden vigilar, acosar e intimidar ilegalmente a los inquilinos que participan en actividades organizativas protegidas; si continúan haciéndolo, deben ser expulsados del edificio.

  • Alpine LA Properties terminará inmediatamente su relación con Ángel Escobar, y no contratará con él de ninguna manera en el futuro. Escobar ha actuado como agente principal de Alpine LA Properties coaccionando violentamente e ilegalmente a los inquilinos para que acepten acuerdos de "dinero por llaves". Escobar ha mentido a los inquilinos, diciéndoles que su edificio iba a ser demolido y que las ofertas de compra eran la mejor y única opción para los inquilinos. Ha dicho a los inquilinos que si no aceptaban la pequeña cantidad de dinero ofrecida ahora, no recibirían ningún dinero en el futuro y serían desalojados de todos modos. A menudo ha insistido en que si el inquilino no firmaba, el sheriff -o él mismo- se presentaría para sacarlo por la fuerza de su casa. Ha amenazado con violencia física directa. Ha amenazado con llamar al ICE o con utilizar la condición de inmigrante de los inquilinos en su contra. Casi siempre ha presentado a los inquilinos de habla hispana contratos exclusivamente en inglés. Ha enfrentado a los inquilinos entre sí ofreciéndoles bonos en efectivo por cada vecino adicional al que pudieran convencer, por cualquier medio, de aceptar la oferta, incitando efectivamente a la violencia dentro de los edificios. Escobar se jacta en sus redes sociales de las enfermizas estrategias que emplea para "conseguir la firma". Ha abusado verbalmente de los inquilinos, utilizando un lenguaje intolerante, golpeando sus puertas o llamando a todas horas del día y de la noche. Representa una enorme responsabilidad legal para Alpine LA Properties y debe ser despedido inmediatamente.

  • El Alpine LA Properties abordará inmediatamente todos los problemas de habitabilidad. Los managers y trabajadores de Alpine LA Properties discriminan sistemáticamente a los inquilinos de largo plazo, especialmente a los inquilinos de color y a los inquilinos cuya lengua materna no es el inglés. Ellos descuidan las reparaciones necesarias, o intencionalmente realizan trabajos que no abordan o agravan los problemas de habitabilidad actuales, por ejemplo, parchando y pintando sobre la evidencia de moho tóxico y daños por agua, en lugar de abordar los problemas originales. Cuando Alpine LA Properties se niega a responder de manera oportuna -y cuando Alpine LA Properties realiza repetida e intencionadamente reparaciones peligrosas, insuficientes y superficiales- invocaremos nuestro derecho legal a contratar y realizar las reparaciones necesarias y a deducir esos costos de nuestra renta mensual.

  • Todos los inquilinos que hemos sido objeto de acoso ilegal, racista y de "dinero por llaves" exigimos una compensación -y un reconocimiento formal- por el terror físico y psicológico al que nos hemos enfrentado.

  • Alpine LA Properties cesará inmediatamente todas las prácticas ilegales en torno al dinero por llaves en cualquier edificio que haya comprado o pueda comprar en el futuro, incluyendo negarsea aceptar un no por respuesta, mentir a los inquilinos, amenazar a los inquilinos, intimidar físicamente a los inquilinos, no dar a los inquilinos la información requerida por la ciudad sobre el dinero por llaves antes de conseguir las firmas, mentir sobre el significado de varias secciones de los documentos de la ciudad, y no proporcionar documentos en el idioma principal del inquilino.

  • Exigimos a Alpine LA Properties que acepte todas las solicitudes pasadas y futuras de ayuda de renta por la deuda de renta acumulada debido a las dificultades financieras relacionadas con Covid-19.
